English Question: I am a final year student of the University of Ghana, Legon majoring in political science and hoping to come offer a masters degree programme in international relations at SPbSU. I will be graduating in November 2014 and wanted to know if it were possible for me to apply with my transcript pending the submission of my degree certificate upon admission into this wonderful university. I would be very glad if that is possible so that i can join in your masters class of international relations in 2014.
The answer of Vice Rector of Academic Affairs Marina Lavrikova: Foreign citizens can be admitted to SPbU main educational programs on tuition fee (contractual) or on tuition-free basis. Regulations of foreign citizens admission in 2013 can be found here.
According to the Federal Law dated 29.12.2012 № 273-ФЗ "On Education in the Russian Federation" only candidates with Bachelor, Specialist or Master diploma can be admitted to the main educational programmes.
In 2013 foreign citizens applying to the main educational Master programmes on the tuition-free basis could submit a reference from educational organization where they had received Bachelor (Specialist) degree or equivalent. In the reference the following information had to be included – level of the educational programme, (planned) date of graduation, presence/absence of final examinations and their form, interim attestation results.
The original of the education document had to be submitted at the time of admission to SPbU. Academic year starts on September, 1st. In 2013 in case the application was submitted by e-mail, the original of the document had to be submitted to the Admission Committee not later than 01.10.2013.
Applying to the tuition fee (contractual) basis in 2013 foreign candidates had to submit the original or copy of the education document. Original of the document had to be submitted to the Admission committee not later than 30.08.2013.
Admission procedures to SPbU in 2014 will be published on official website (Admission Commission webpage) not later than 01.02.2014.
