Admission to postgraduate (PhD) programmes at SPbU (2)

Question: Introduce my name is Lucky N, I come from Indonesia, I am very interesting to apply PhD program especially Rural Development, Micro Banking and Islamic Bank in your University. I need information and guidelines for apply that program and scholarship or financial aids if any. I also attach some documents as first screening the admission process. The answer of Vice-Rector of Academic Affairs Marina Lavrikova: Procedure and timelines of admission to SPbU PhD programmes are imposed by the “Rules of Admission to the Main Educational Postgraduate Programmes (PhD programmes) at SPbU” (hereinafter – Rules of Admission). Rules of Admission to PhD programmes in 2012 approved by the Order of Rector dated on 09.07.2012 № 3143/1. The mentioned Rules of Admission can be found here. Rules of Admission to PhD programmes in 2013 will be published on SPbU official website in the “Admission to SPbU section” in the near future.

Foreign citizens are enrolled in SPbU postgraduate programme:

  1. on the basis of international and intergovernmental agreements of the Russian Federation;
  2. on contractual basis providing for tuition fee payment.

To be enrolled in postgraduate programme at SPbU on contractual basis foreign citizens in 2012 had to submit to the Admission Commission the following documents:

  1. an application for admission to a postgraduate programme addressed to SPbU Rector;
  2. a copy of the Diploma of higher professional education and its supplements; those graduated abroad, including CIS citizens, submit a copy or the corresponding diploma, a notarized copy of its translation and a copy of the certificate on equivalence of foreign documents on education to the Russian Federation diploma of Higher professional education, issued by the Federal service for Supervision in the sphere of education and science;
  3. personal certificate of personnel record for Russian Federation citizens, application form for foreign citizens;
  4. 2 photos 3*4 cm;
  5. a list of published academic papers drawn up according to the Higher Attestation Commission requirements in case the applicant has any papers published;
  6. a certificate of qualifying examinations passed and certificate of legal validity of qualifying examinations passed abroad (if any exams have already been passed).

Besides the applicant personally submits his ID document (passport) and Higher Education Diploma (with the supplement) to the Admission Commission.

Foreign citizens sign a paper confirming having read the main regulations of foreign citizens stay in the Russian Federation, copy of the Russian Federation visa (if any) with the purpose of stay indicated as “PhD studies” and a copy of the migration card.

In 2012 admission of documents for PhD programmes on contractual basis providing for tuition fee payment was conducted from 10th of July to 15th of November 2012.

Before the entrance examinations applicants have an interview with the presupposed scientific advisor, who prepares an interview conclusion and submits the results to the Admission Commission.

Applicants to PhD programmes (including those applying to SPbU on contractual basis) at SPbU take the following examinations: major, philosophy and foreign language necessary to fulfill a PhD thesis.

Information on the SPbU PhD studies tuition fee in 2012 can be found on the official SPbU website in the section “Admission to SPbU” in the subsection “Postgraduate education”.

In case you are planning to apply to PhD programme under the Decree of the Russian Federation Government dated 25.08.2008 №638 “On academic cooperation”, you need to provide the following documents:

  1. an application of a set form with a color photo;
  2. passport copy;
  3. birth certificate copy with a translation into Russian;
  4. copy of a medical certificate confirming the absence of contradictions to studying, issued by an official health authority of the applicants country of residence;
  5. copy of a medical certificate on HIV virus absence issued by an official health authority of the applicants country of residence;
  6. copy of the document on higher education with supplements including the list of studied courses and final grades received.

Requirements for applicants’ document packages acquisition and forms of the documents can be found on the websites “Russian education for foreign citizens” and “Department for International Cooperation of the Ministry for Education and Science of the Russian Federation” ("Российское образование для иностранных граждан", Департамента международного сотрудничества Министерства образования и науки РФ).

The applicant’s document package must be sent to the Department for International Cooperation of Ministry for Education and Science of the Russian Federation.

Timelines of applicants’ document packages consideration are set by the Ministry for Education and Science of the Russian Federation.

Enrollment of the applicants recommended by SPbU and approved by the Ministry for Education and Science of the Russian Federation can take place on basis of an official assignment letter to SPbU issued by the Ministry of Education and Science of the Russian Federation.

Information on the necessity of your documents on higher professional education recognition in the Russian Federation can be found on the website of the Expert Centre of the Federal service for Supervision in the sphere of education and science (на сайте Главного государственного экспертного центра оценки образования Федеральной службы по надзору в сфере образования и науки).

I would like to notify that language of instruction within SPbU PhD programmes is only Russian. However, for the candidates not speaking Russian a 1-year preliminary course can be organized at the Russian language and Culture Institute of SPbU.
