Apply for master course

Question: I am plannig to apply for master course. But now I have some problems about the documents.
Now I translate medical and HIV negative certificate. When I hand them to the Ministry of Foreign Affairs to get Apostiyu, they told me that these document can not be apoutiyu. But Russian Embassy said they can certify my medical and HIV negative certificate and always they do it.
For apply do I need Apostiyu Ministry of Foreign Affairs of Japan?

The answer of Vice-Rector of Academic Affair Marina Lavrikova: According to subparagraphs 11.3.4 and 11.3.5 of the Rules of Admission to SPbU in 2013 foreign citizens applying to SPbU at the expense of the Federal budget need to submit to the Admission Committee a copy of a medical report confirming absence of contradictions to studying abroad and a copy of a medical report confirming negative HIV test results issued by the official medical authority of the country of the applicant’s citizenship. Official legalization of the stated medical documents by having apostille on them isn’t necessary for applying to SPbU. At the same time I would like to underline that according to the paragraph 11.8 of the Rules of Admission medical documents must be submitted to the Admission Committee in clear legible copies in Russian or in translation into Russian (the translation to Russian must be attested by a Russian notary officer or a Consulate/Embassy of the Russian Federation in the foreign country or a Consulate/Embassy of the foreign country in Russia.
