The answer of Vice-Rector of Academic Affairs Ekaterina Babelyuk: In case you are a PhD student of some University, you can be accepted to SPbU as an exchange student. You can be accepted without paying tuition fee if there is an agreement between SPbU and your home institution (university, scientific or other organization) or assignment letter issued by the Ministry of Education and Science of the Russian Federation. Scholarships are provided under conditions of the agreements between SPbU and some partner universities or to students coming with the assignment letter by the Ministry of Education and Science. The list of partner universities can be found on SPbU website.
If there is no agreement between your home university and SPbU you can be accepted only as a fee-paying student either for full semester or (in some cases) for internship with duration of 1 or 2 months.

Also in SPbU there are PostDoc grants which are given on a competitive basis to the leading scientists of Saint-Petersburg university to engage into their research projects collegues with PhD (or equivalent) degree and a legal right to work in Russia. The grantees are accepted to SPbU as “research interns” and receive a salary with some raises (mentioned in the employment agreement and others, paid out in case of proper accomplishment of the responsibilities stated in the employment agreement).
