Question: I'm from Ecuador, I am Agronomist Engineer, I would like to tell you that is really satisfactory and that I am very interested in study my PhD and Master in Soil Science for the 2014 (September) and work in some project of research. I won a scholarship from Government of Ecuador, granted by the Secretary Education Science, Technology and Innovation from support of the 203 000 USD (190 000 Euros). So I would like to know the requirements for I can to get the letter acceptance in their PhD Program, This letter should have it me before of the end of years 2013. Some people talk with me here in Ecuador about your CENTER OF RESEARCH: Therefore my interest in I can study there, also I consider that is an opportunity for my professional development.
It is a request by the institution that offered me the Scholarship,can to get the PhD Program and Master like part of Doctoral Formation because My scholarship has a duration 48 months, all this because considering that my formations is of 5 years of studies plus 1 year of thesis work, could be considered for my definitive acceptance in the PhD Program. Finally I would like to tell that my line researches Soil and Nutriments of Plant and Ecological of Soil. My levels of English is intermediate. For ending also I very interested develop my doctoral thesis here in Ecuador. I don't know if this is possible?

The answer of Vice Rector of Academic Affairs Marina Lavrikova: Foreign citizens can apply for to SPbU main educational PhD programmes (aspirantura) for academic and research staff training either as fee-paying (contractual) students or at the expense of the Russian Federation budget, on basis of assignment letters issued by the Russian Federation Ministry of Education and Science. Information on admission procedures for foreign citizens to SPbU in 2013 can be found here.
Admission to SPbU is conducted on competitive basis on base of admissions examinations results or (if admitted at the expense of the Russian Federation budget) on basis of assignment letters issued by the Russian Federation Ministry of Education and Science that is issued on the basis of positive recommendation from the SPbU Admission Committee.
In 2013 SPbU didn't hold admission of foreign citizens to doctoral studies.
In 2013 SPbU held admission to the main educational PhD programme "Soil Science". The cost of PhD studies for foreign citizens majoring in "Soil Science" in 2013/2014 amounted 155 000 RUR for full-time studies and 65 000 RUR for correspondence studies. Duration for full-time studies is 3 years, for correspondence studies is 4 years.
