English Question: I would like to study international relations (Bachelor) at your institution, and are therefore wondering about the entry requirements? I hold a Baccalaureate from France.
Also, as a Norwegian I would like to know if you offer Russian language courses on beforehand, or if this somehow may be integrated in my program, as I wish to learn Russian.
With regards to the application process, can I apply online or is there anything I need to do/make sure of in advance?
The answer of Vice Rector of Academic Affairs Marina Lavrikova: According to the current Regulations of Admission to Educational Institutions certified by the Ministry of Education and Science Order dated 28.12.2011 N 2895, foreign citizens can be accepted to educational institutions either on fee-paying (contractual) basis or to places financed from the Federal budget.
Admission to places financed from the Federal budget is possible in accordance with the Russian Federation Government Decree dated 08.10.2013 N 891 "On the quota for education of foreign citizens and people without citizenship" with assignment letters issued by the Ministry of Education and Science of the Russian Federation.
If you want to apply to SPbU in accordance with the named Decree, you need to contact the Ministry of Education of your home country, or SPbU directly.
Conditions of the assignment letter issuance at the Ministry of Education and Science are established by the correspondent regulations. To get a letter from SPbU you will need to submit an application for governmental scholarship and then go through a contest. Regulations of the open contest for governmental scholarships for education in SPbU in 2013 for foreign citizens and Russian citizens living abroad are established in the Rules of Admission to SPbU which are published on SPbU official website, Admission Committee webpage.Regulations of the 2014 contest will be published not later than 01.02.2014.
To apply to SPbU on fee-paying basis you need to submit your application and attached documents to the United Admissions Office for Foreign Citizens:
- Personally;
- By post (with the list of enclosures);
- In the scanned version via SPbU official website through the Personal Office.
Then you need to go through the entrance examinations, and, in case of successful passing, sign an enrollment contract, pay for the first stage of education and after that you can be enrolled in SPbU. List of examinations in 2013 can be found on SPbU official website in the Admission to SPbU webpage.
List of necessary application documents is established by the Rules of Admission to SPbU. Rules of Admission to SPbU in 2013 are published on the webpage. Rules of Admission to SPbU in 2014, list of majors and other information about admission to SPbU will be published on the website not later than 01.02.2014.
Your document of previous education has to be recognized in the Russian Federation in accordance with the Federal Law "On Education in the Russian Federation". In accordance with the Government Decree dated 19.09.2013 N 1694-р "On the List of Foreign Educational Organizations Issuing Diplomas on Education and/or Qualification Recognized in the Russian Federation", diplomas of the following educational institutions are recognized in Russia:
- Ecole Normale Superieure (Paris);
- Universite Denis Diderot (Paris VII));
- Ecole Polytechnique;
- Universite de Strasbourg;
- Universite Pierre et Marie-Curie (Paris VI).
If your home university is not in the list above, you need to contact the Federal Agency for Supervision in the Sphere of Education to get a certificate of recognition of your diploma. The application can be submitted either in written form or in the scanned version via the Internet, including the Common Government Services Portal of the Russian Federation.
