Foreign citizen admission to the main educational PhD programme in the field of law

I am South Korean.
May I ask you some questions about the admission of Ph.D(аспирантура), faculty of law ?
Let me briefly introduce below,
1. Master degree:
Last year, in July 2013, I graduated from the Master of Law at Saratov State University in Saratov, Russia.
I studied "Business and commercial law", I learned it in Russian
2. Bachelog degree:
Feb 2000, graduated from university in South Korea.
I studied the Electrical (&Electronics) engineering.
Although not yet confirmed,
now I want to study PhD, detail major : Intenational Law or European law.
Dear Administrator for Ph.D. Programmes, please tell me the below,
1. When can I apply for admission(Ph.D, faculty of law)?
2. Is the program full-time or part-time? or both?
3. Tuition fee and Dormitory cost

In 2014 SPbU will held admission to the main educational PhD programme ‘Jurisprudence’. In accordance with admission regulations for this programme applicants have to pass entrance test for the following courses: ‘General theory of law’, ‘Philosophy’ and ‘Foreign language’. In 2014 admission to places financed from the Federal budget is possible solely for the full-time course of study. Part-time education is valid only on fee-paying (contractual) basis.

Foreign citizens can apply to SPbU PhD programme either for education at the expense of the Russian Federation budget, on basis of the assignment letters issued by the Russian Federation Ministry of Education and Science (within the limits for places established by the Regulation of the Government of the Russian Federation dated on 08.10.2013 №891 ‘On the limits of places for foreign citizens and persons without citizenship for studying at higher education institutions in the Russian Federation’) or as fee-paying (contractual) students.

In 2013/2014 the amount of tuition fee for the main educational PhD programme ‘Jurisprudence’ at SPbU for foreign citizens for the first year of study was 200 000 RUB. Up-to-date information on tuition fee for 2014 will be published on official webpage of SPbU Admission Committee. Entrance examinations for those who is going to apply for studying on fee-paying (contractual) basis will be held from 11.07.2014 till 25.07.2014.

Applicants can submit required application documents both personally to the representatives of SPbU Admission Committee or remotely by means of mailing hard copies via post service to the following postal address: Universitetskaya nab. 7/9, St. Petersburg, 199034, Russian (attn: Admission Committee) as well as via on-line service on SPbU official webpage. Applicants who are going to apply for studying on fee-paying (contractual) basis can submit documents via on-line service starting from 31.03.2014. Submitting hard copies of documents will be valid from 02.06.2014 till 10.07.2014 (17.00 Moscow time).

Amount of accomodation fee at SPbU dormitories is 125 RUB per month for those who are studying at the expense of the Federal budget of the Russian Federation and 3120 or 3725 RUB (depending on dormitory type) on  per month for those who are studying on fee-paying (contractual) basis.
