About Admission to the Saint-Petersburg State University (5)

Question: I finished on Chemistry in June 2011 at the University of Navarre (UN), Spain, and I am actually doing a master in Sustainable Chemistry. I  would like to be admited next year in the Saint Petersburg State University to make my PhD in Soil Chemistry, so I pretend to pass the access exams in September 2012. Dr. Eugen Kalinin told me that the Russian Government give some scholarships to foreign students, and a way to get one is writing to the university rector. That is why I am writing to you. I am really interested in made my PhD abroad, and I consider to do it in Russia, because I took some lessons of the language during my degree, and I find interesting the Russian culture and history. I know that I have to learn much more to pass the exams, but I want to try it, despite all the difficulties.
The answer of Vice-Rector for Academic Affairs Ekaterina Babelyuk: The admission procedure and timelines at PhD programmes at Saint-Petersburg University (SPbU) are imposed by the “Rules of Admission to the Basic Educational Postgraduate Programmes at SPbU”, developed in accordance with the Federal Law №125-ФЗ (22.08.1996) «On Higher and Postgraduate Education», Regulations of Scientific and Educational Specialists Training in the Postgraduate Education System in Russian Federation, approved by Ministry of Education and Science of the Russian Federation Order №814 (27.03.1998), and University Charter.
Foreign citizens are enrolled in Saint-Petersburg University (SPbU) postgraduate courses:
1) on basis of international and intergovernmental agreements of the Russian Federation;
2) on basis of contracts with SPbU providing for fee admission.
Scholarship payment is possible only to the postgraduate students studying at SPbU on basis of an intergovernmental agreement between the Russian Federation and Spain. In this case entrance examinations are not applicable and students are enrolled on basis of an official assignment to education in SPbU issued by the Ministry of Education and Science of the Russian Federation. For this purpose you need the Ministry of Education and Science of Spain to send an official request letter regarding your enrollment in the postgraduate programme at SPbU to the the Ministry of Education and Science of the Russian Federation.
For enrolling in postgraduate programme at SPbU on a contractual basis foreign citizens take the following entrance examinations: major, philosophy and foreign language needed to fulfil PhD thesis. They need to submit the following documents:
-    an application for admission in a postgraduate programme addressed to SPbU rector;
-    a copy of the Diploma of higher professional education and its supplements; a notarized copy of translation of the Diploma and its supplements and a copy of a certificate of equivalence of the foreign diploma to the Russian Federation diploma of higher professional education establishment;
-    foreign citizen application form;
-    2 photos 3*4 cm;
-    a list of published academic papers;
-    a certificate of qualifying examinations passed and certificate of legal validity of qualifying examinations passed abroad (if any).
