Admission of foreign citizens to PhD programmes at SPbU (4)

Question: i'm Indonesia, Master Student in King Saud University, Saudi Arabia. recently i will finish my study in end of this semester (February, 2013). i am looking for PHD opportunity in Russia especially in St.Petersburg State Univ. my major in Entomology/taxonomy, and surely i looking also for PHD in entomology/taxonomy. so far i got information in your university there is a PHD program in entomology. regarding this issue i need some answer for the questions below.
1. the details of the entomology program, do the taxonomy study is covered by this major in your university?
2. in case study in Russia (esp. inSt. Petersburg State University), how much the fee for the study in PHD program? also do the university give a scholarship? because so far i not get information about study in Russia, especially in fee and scholarships
3. the requirements for PHD program?
4. in case student that accepted in your university, and does not have much money. is there any possibility for working?
5. the visa, is there need special visa for student? and how long the duration stay of Visa holder?

The answer of Vice-Rector of Academic Affairs Marina U. Lavrikova:  Questions on foreign citizens admission to SPbU PhD programmes have already been asked via the Virtual Reception. One of the answers can be found here.

1.   PhD student study plan within the specialty “Entomology” provides for studying the following subjects: a foreign language, history and philosophy of science, modern entomology problems, computer engineering, methods of mathematic modeling, psychology and pedagogics of higher education and optional subjects. To answer the question if studying of taxonomy is provided within PhD studies you need to specify the field of education which you are interested in.

2.   The cost of education at the specialty “Entomology” for foreign citizens in 2012 amounted 148 500 RUR for full-time studies and 76 750 RUR for correspondence studies. Foreign citizens studying at SPbU PhD programme on budgetary basis by an official assignment to SPbU issued by the Ministry of Education and Science of the Russian Federation get governmental academic scholarship during the whole period of their studies regardless of their grades.

3.    In accordance with the Federal Law dated 22.08.1996 №125-ФЗ “On higher and postgraduate professional education” for admission to SPbU PhD programmes you need to have higher professional education confirmed by a Specialist or Master diploma. The diploma on higher professional education (for those who graduated abroad) need to be recognized in the Russian Federation. Recognition means an official confirmation of the education and (or) qualification got abroad for getting access of the documents holder to getting education and (or) professional activity in the Russian Federation. 4.    In accordance with the Federal Law dated 25.07.2002 № 115-ФЗ “On legal position of foreign citizens in the Russian Federation” foreign citizens studying in the professional education institutions can work only during the vacations or time free of studies as support personnel in those educational institutions where they are studying (for example, as a laboratory assistant, assistant, foreign language teaching assistant etc.) Any other kind of professional  activity is forbidden.

5.    In accordance with the Russian Federation government Decree dated 09.06.2003 № 335 “On assertion of the Regulations of the visa form, order and rules of its execution and issuance, expiration date extension, renewal in case of loss and order of its cancellation” study visa is given to a foreign citizen entering the Russian Federation for getting education in an educational institution by a diplomatic representation or consular office of the Russian Federation for up to 3 months with an opportunity to extend its expiration date but not for longer than for a year for each subsequent visa.
