About admission to PhD program (2)

Question: I have completed one year language preparatory programme at Saratov State University.My intention was to study for a Ph D in Journalism but unfortunately, there is no Ph D programme in Journalism. I have decided to study in St . Petersburg State University . Unfortunately, I do not have equivalence copies of my Masters and other Degrees needed for me to apply now for admission as they were not needed in Saratov State University. I have only certified translated copies. I wish to continue training in Russian language and as well as training for the Ph. D entrance examination and also use the time to send my documents to the Ministry of Education through your university for equivalence. Please what must do to get invitation in to your university and to acquire such a training as I am set to return to my country Nigeria soon to make the necessary arrangements?

The answer of Vice-Rector for Academic Affairs Ekaterina Babelyuk: Admission procedure and timelines at PhD programme at Saint-Petersburg University (SPbU) are imposed by the “Rules of Admission to the Main Educational Postgraduate Programmes (PhD programme) at SPbU” (hereinafter – Rules of Admission). Rules of Admission at PhD programmes in 2012 approved by the Order of Rector dated on 09.07.2012 № 3143/1. Mentioned Rules of Admission can be found here.

Foreign citizens are enrolled to SPbU postgraduate programme:

  1. on the basis of international and intergovernmental agreements of the Russian Federation;
  2. on contractual basis providing for tuition fee payment.

Scholarship is possible only for persons enrolled on the basis of intergovernmental agreements between the Russian Federation and Nigeria. In this case entrance examinations are not envisaged and students are enrolled on basis of an official assignment to education in SPbU issued by the Ministry of Education and Science of the Russian Federation. For this purpose it’s necessary for Ministry of Education and Science of Nigeria to send an official request to Ministry of Education and Science of the Russian Federation regarding your enrollment to the postgraduate programme to SPbU. To initiate this procedure it is necessary for you to contact Ministry of Education and Science of Nigeria with corresponding request. Application call for studying in 2012/2013 academic year is already closed. It was conducted by Department of International Cooperation of the Ministry of Education and Science of the Russian Federation until 15th May, 2012.

To be enrolled to postgraduate programme at SPbU on a contractual basis foreign citizens take the following entrance examinations: major, philosophy and foreign language needed to fulfill PhD thesis. Admission of documents of citizens of the Russian Federation and foreign citizens wishing to be enrolled on contractual basis providing for admission fee payment is conducted until 15th of November 2012 year.

To be enrolled to postgraduate programme at SPbU foreign citizens shall submit the following documents:

-  an application for admission to a postgraduate programme addressed to SPbU Rector;

-  a copy of the Diploma of higher professional education and its supplements; a notarized copy of translation of the Diploma and its supplements and a copy of a certificate of equivalence of the foreign Diploma to the Russian Federation Diploma of higher professional education;

-  foreign citizen application form;

-  2 photos 3*4 cm;

-  a list of published academic papers;

-  a certificate of qualifying examinations passed and certificate of legal validity of qualifying examinations passed abroad (if any).

Copies of all documents shall be notarized translated into Russian language. Moreover all your documents confirming education shall be translated in a proper manner as well as recognized in the Russian Federation duly.

Postgraduate programmes at SPbU are instructed only in Russian language. Foreign citizens having not the required level of Russian language proficiency can attend 1 year Russian language preparatory course before applying to postgraduate programme. Russian language course is instructed by the Institute of the Russian Language and Culture at SPbU.
