Scholarship for Student

Question:

I was accepted at Saint Petersburg University as a scholarship student and am waiting an order from the ministry of education in Russia to attend the university in September . 
I am a student in another university and i studied there the Russian language for one year and my document have been submitted there to study in my chosen faculty . 
My question is ' Is the acceptance from Saint Petersburg university means that my scholarship have been transferred to Saint Petersburg university ? If so how can i stay in that university and not leave to Saint Petersburg university ?

According to the results of the open competition for Russian Governmental Scholarship you are recommended for enrolment to Saint-Petersburg State University, therefore you are supposed to leave the University you studied before for enrolment to SPbSU.

If you want to withdraw your application please inform International Admissions Office of Saint-Petersburg State University as soon as possible, in order to solve all matters regarding this situation.
