Transfer program or twinning program

Question: Dear Sir / Madam, I'm from Malaysia. Currently I'm studying in geology faculty at the Far Eastern Federal University (ДВФУ) in Vladivostok. I'm in the first course now and it takes 4 years for me to finish my education for geology. The question I would like to ask is it possible for me to do a transfer program or maybe it's also called as twining program which is I will study here in this university for 2 years and then I would like to transfer to Saint Petersburg State University and continue my education for another 2 years and then graduate in geology, so is it possible? If it's possible please let me know what are the requirements in order for me to do this transfer program.

There is no agreement on double diploma programme between Saint-Petersburg University and Far Eastern Federal University, that’s why you can’t do a twining programme in both FEFU and SPbU.

Transfer from another university to SPbU is held in accordance with the Regulations of Education at Main Educational Programme of Higher and Secondary Professional Education in SPbU, approved by the order of the Rector dated 16.08.2012 №3480/1 (hereinafter referred as Regulations of Education), on basis of the decision of the Central Committee for Transfers and Reinstatements before the beginning of the studies. Transfer to SPbU is possible if the academic difference doesn’t exceed 10 courses, all the necessary tests and exams are passed and all the rules set by the Regulations of Education are followed. Academic difference is assessed after submitting application for transfer and all the necessary documents.

Unfortunately, you didn’t mention whether you’re studying at the expense of the Federal budget (under bilateral intergovernmental agreements of the Russian Federation) or on contractual (fee-paying) basis. According to clause 7.2.5 of the Regulations of Education, it’s not possible to transfer to study at the expense of the Federal budget at SPbU being a student on contractual (fee-paying) basis at another university.

If you are studying at FEFU at the expense of the Federal budget (in accordance with the Resolutions of the Russian Federation Government dated 25.08.2008 № 638 "On Cooperation with Foreign Countries in the Field of Education", with an assignment letter issued by the Ministry of Education and Science of the Russian Federation), to be transferred you’ll have to get a new assignment letter with SPbU as your host organization. Information on getting a new assignment letter shall be received from the Ministry of Education and Science of the Russian Federation.
