About transfer to SPbU (3)

Question: I am interested in transferring to the university to study the International Relations in the undergraduate level, and have approximately 136 credits already earned from other two universities in the IR field. Unfortunately, I did not find the policy for credit transfer in PbSU. Also, the GlavEx, as far as I understand, only deals with fully-obtained diplomas - would that mean that in this case I have to hand them in the high-school certificate for verification and all the 136 syllabi from university courses for their approval? How can I calculate to which level/year do I have to apply and how do I know which classes can be transferred?

The answer of Vice-Rector for Academic Affairs Ekaterina Babelyuk: Ministry of education and science of Russian Federation considers that neither International agreements nor legislation of Russian Federation don’t contain the opportunity of student’s transfer from foreign educational institution to Russian educational institution.
In the same time you have a right to be applied in Saint-Petersburg State University (SPbU). About the admission of international students you can read here.
If you have some questions about recognition and verification of the educational certificates you should contact the Federal Service for Supervision in the Sphere of Science and Education of Russian Federation, because it is not the jurisdiction of SPbU.
