Dear  Sir/Madam!

Subject: Expression of Interest in Ph.D  Guidance to Students from the Carmel College

On behalf of the Carmel College, Daliat El Carmel, Israel, we would like to be engaged in an academic collaboration with your Ph.D  studies. 

The Carmel College has been conducting its research and academic activity for fourteen years and has gained since then a based-evidence in Part Time learning method. The college was founded in 2000 and since then  has  successfully established academic relations with several universities in Israel and abroad. These relations encompass an impressing wide-spectrum of institutions such as Bar-Ilan University in Israel as well as European Universities such as Moldova State University etc. At least 100 students graduated since the foundation of Carmel College.

The main goals of the Carmel College focus on the promotion of Ph.D Studies as well as assisting students with intensive counseling to broaden his/her education. You can read about the Carmel College on our web site at: www.mcd.org.il

We are interested in your Ph.D part time program.  Here are the questions we have to ask in order to proceed with our cooperation:

  1. What are the criteria for admission to the Ph.D program and  what are the documents required for admission?
  2. What is the duration of the Ph.D part time program?
  3. What is the tuition of the Ph.D studies? In some Universities, there is a tradition to accept the tenth or the eleventh student for free. Is that the case  in your University as well?
  4. What is the minimum number of days a student must come to the University to undergo consultation with the supervisor  and to pass a "minimum" and other exams/work? How many times a year? Do you have a residence for the students for a payment or free?
  5. Our students speak Hebrew, Arabic and English. May they learn in English and write their  thesis and exams in English?
  6. When does your academic year begin? Isn't it too late to begin our cooperation this year ? If you could make an effort and accept students now, that would be wonderful.
  7. Which faculties are ready to enroll students?

We are interested to send you each year at least 15 students (maximum is 25), mainly in the fields of Education, Psychology and Mangement. We  do hope that our and your requirements and capabilities are aligned, and so we will be able to establish a fruitful cooperation in the educational and economic fields.

The answer of Vice-Rector of Academic Affairs Ekaterina Babelyuk:

Following your proposal let me inform you that at the moment Saint-Petersburg University doesn’t implement part time PhD programmes. Please let know if you are also interested in full-time PhD programmes and in this case we will be glad to provide you for required information. As for the further clarifications, comments and details I would like kindly ask you to contact directly Admission Office for Foreign Citizents (contact person – Ms Anna Porodina, Acting Head of the Department, a.porodina@spbu.ru).
