Question: Hello, my name is Télvio André, I am Brazilian, twenty four years old, I've always been a good student, with ease in learning. Right at the beginning of the school year in school, my parents bought used books and I started to read all the books in my house. Sometimes this made me uneasy at school, where learning is very slow. However I have not forgotten the importance of studies in my life, and I tried to keep get good grades. I always dreamed of being a doctor, and know new cultures, study other languages, but the conditions were not favorable for this. Because in Brazil the reality of the studies is somewhat different from the others countries. Throughout high school I was reading about computing, as well as: hardware knowledge, information security, operating systems and programming, until I discovered Linux. I was interested in knowing about how works the operation of a used computer that my dad bought. When I finis! hed high school I had to work, and I realized that all made sense because I studied knowledge of operating systems and I got my first job after passing a knowledge test. I got the post of administrator: 12 linux servers as trainee. In other way I had not stopped studying because I knew that my real interest is not this area. I read several books eg books on economics, politics, astronomy, history, biology, anatomy, mathematics, agricultural science, neuroscience, alchemy .. To understand more about all, because I am very interested in any kind of knowledge for the sake of understanding: how everything works? And exercise my mind to draw further own conclusions of the contents through what others might describe. The free higher education in Brazil are full time and this prevents me from working. The private colleges are too expensive making impossible the continuation of my career. Then I ended up choosing to do a search for exams and a faculty of Mechanical Engineering. I'v! e spent in the two tests I did, one of Brazil in the best coll! ege of engineering mechanics, and another at a private college. I started the evening course in private college and sometimes I was missing classes to study at home because of my habit of studying alone. As also already knew about the matter of the first half, I could advance my time studying of the fifth and the sixth semester. I had the opportunity to meet several Russian friends and always had good news about life in Russia. Even as knowledge of the prestige of Russian universities in Brazil. I left my college and I'm just working, because I will not give up my dreams of becoming a doctor. Six months ago I started searching for universities in Russia, so far I did not know English, and I started to study. Today I found this university and I know enough English to write this letter and talk too. I write to you a little of my life history and say it's a dream to get a university place there. I do not know Russian so far, but I'm sure I can learn in six months as well as En! glish. My goal writing this is an opportunity to study, I can do whatever it takes to get it. I read this website and not got information about the possibility of studying no cost. Now that you know a little of my story I would like to know a little of what I need to do to accomplish my goal within my situation. So I can use the knowledge acquired until now in the medical field, wich It is the only activity that really will bring me joy besides studying.

The answer of Vice-Rector for Academic Affairs Ekaterina Babelyuk: Admission of foreign applicants to Saint-Petersburg State University (SPbU) is subject to the Regulations for Admission of Foreign Applicants to Main Programmes of Higher Professional Education at Saint Petersburg State University for the relevant year. These Regulations can be found at the official website of SPbU Admissions Committee www.abiturient.spbu.ru.
In your letter you asked about the possibility of studying for free.
You may apply within an admission quota set by the Russian Government (Order No. 638 as of August 25, 2008 “On Cooperation with Foreign Countries in the Sphere of Education”).
To take part in a competitive selection to be enrolled onto main educational programmes of higher professional education (bachelor’s degree, specialist degree) on the state-financed basis you can apply either to Saint Petersburg State University or the Ministry of Education of Brazil.
In case you choose to apply directly to SPbU to submit an admission application and necessary documents, you will have to take part in a procedure of selecting candidates for state-financed admissions. The 2011 regulations for selection of candidates to be admitted to Saint Petersburg State University onto main educational programmes of higher professional education (bachelor’s degree, specialist degree, master’s degree) financed by the Federal Government of the Russian Federation according to Order No. 638 as of August 25, 2008 “On Cooperation with Foreign Countries in the Sphere of Education” can be found at the official website of SPbU Admissions Committee (Section “Information for foreign citizens”). Unfortunately, this information is available only in Russian now.
However, the 2012 regulations for selection of candidates to be admitted to Saint Petersburg State University onto main educational programmes of higher professional education (bachelor’s degree, specialist degree, master’s degree) financed by the Federal Government of the Russian Federation,  can be found at the official website of SPbU Admissions Committee approximately in March - April in English too.
