University offers its prestigious , note that here in Peru I am a student of Russian language may prove the above with a copy of the transcript issued by the Center for Science and Culture of the Russian Federation in Lima , also mastered the English language at advancing ,
though the latter do not count with an official certificate.

Information on foreign citizens admission to SPbU is published on the official SPbU website in “Admission to SPbU” section, “Foreign citizens admission” subsection.
In 2013 SPbU held admission to the main educational Master’s programmes “International Relations” instructed in English and Russian with 2 years period of study starting from the 1st of September.
According to the current Regulations of Admission to Educational Institutions certified by the Ministry of Education and Science Order dated 28.12.2011 N 2895, foreign citizens can be accepted to educational institutions either on fee-paying (contractual) basis or to places financed from the Federal budget.
Information on tuition fee in 2013 is published on the following website. Information on tuition fee in 2014 will be published on this website not later than 1st of June 2014.
Admission to places financed from the Federal budget is possible in accordance with the Russian Federation Government Decree dated 08.10.2013 N 891 "On the quota for education of foreign citizens and people without citizenship" with assignment letters issued by the Ministry of Education and Science of the Russian Federation.

Conditions of the assignment letter issuance at the Ministry of Education of Peru are established by the correspondent regulations. To get a letter from SPbU you will need to submit an application for governmental scholarship and then go through a contest. Regulations of the open contest for governmental scholarships for education in SPbU in 2013 for foreign citizens and Russian citizens living abroad are established in the Rules of Admission to SPbU which are published on SPbU official website, Admission Committee webpage Regulations of the 2014 contest will be published not later than 31.03.2014.
List of the necessary documents to submit within admission procedure in 2013 was established by Admission Regulations in SPbU and published on SPbU website Admission regulations in 2014 will be published on the website above not later than 21.03.14, list of majors - not later than 15.02.2014.
I would like to pay your attention that according to clause 6 of Agreement on mutual Recognition and Equivalence of Educational Documents and Scientific Degrees between the Government of the Russian Federation and the Government of Peru (signed in Moscow on 29th of May in 2012), diploma issued in higher educational institute in Peru confirms professional readiness of its holder to continue education in higher educational institute in the Russian Federation.
To sum up, in order to be admitted to SPbU main educational Master’s programme your diploma should confirm Licenciado degree.
Additionally I would like to inform you that all the foreign documents on education and (or) qualification (recognized in the Russian Federation or not) should be legalized in accordance with the established procedure and translated into Russian.
