English Question: This is a student from Macao,China who graduated in Peking University in Beijing and holding a Master's Degree on history study. I majored in Contemporary European history and focused on the area of history of the USSR and its relations with the Britain (the Moscow Military Conference in 1939). Then, for the higher education and research I would like to have my further doctoral study and research on the topic about the history of the Great Patriotic War of the Soviet Union (namely the history of the Stalingrad's battle).
In case of the application, admission and enrollment within the planning of the doctoral study in Saint-Petersburg University and with the Russian preparation course, what kind of documents (such as diploma, transcript), should I prepare and whom should I send them to? Should I keep contacting the Faculty of History directly and hand in my brief research proposal? In this case, could you mind giving me some helpful advice, instruction or recommendation?
PS. I have sent a letter to the Faculty of History, but I didn't receive any reply. I would like to know if I missed something which is necessary to the application.

The answer of Vice Rector of Academic Affairs Marina Lavrikova: In conformity with clause 12 of "Regulations of academic and research staff training in the system of postgraduate professional education in the Russian Federation" approved by the Ministry of Education and Science of the Russian Federation Decree dated on 27.03.1998 № 814, Candidate of Science degree is a requirement for obtaining the Doctoral studies. You can apply for to SPbU main educational PhD programmes for academic and research staff training basing on Master Degree already obtained. Information on PhD admission procedures to SPbU in 2013 can be found here. In 2013 SPbU also held admission to the PhD programmes such as "Patriotic History", "European and American History", "History of African and Asian people", "Modern and Recent History", "History of International Relations and Politics".
In 2013 the admission to SPbU to the educational PhD programmes was conducted on base of admissions examinations results of foreign language, philosophy and major subject.
