Question: I was a part time Doctoral Research scholar at Birla Institute of Technology - Mesra, India and my dissertation was "Strategic Corporate Social Responsibility & Value Creation - A Comparative Study of Domestic and Multi National Enterprises in India". I had to relocate to London in 2011 to pursue MSc Systems Engineering at University College London. Although I have completed the dissertation now, I was unable to submit it since I relocated to Cherepovets (I will be working as Associate Professor in the Department of Management at the Cherepovets State University and I possess a work visa).
I already have completed the required Pre-Doctoral course and the thesis. I would like to enroll in Saint Petersburg State University in order to submit and defend the Doctoral dissertation. I understand that my case is distinct and I shall appreciate if you could guide me in this situation.
The answer of Vice-Rector of Academic Affairs Marina Lavrikova: Your request doesn’t give information on the level of education you have that’s why it doesn’t seem possible to point out which educational programme you may apply to.
According to clause 4 of article 11 of the current Federal law dated 22.08.1996 N125-ФЗ "On Higher and Postgraduate Professional Education” (edition dated 03.12.2011) admission to PhD studies to state and municipal higher education institutions on a competitive basis are available for the Russian Federation citizens having higher professional education confirmed by a Specialist’s or Master’s diploma.
According to clause 4 of article 69 of the Federal law dated 29.12.2012 N 273-ФЗ "On Education in the Russian Federation”, coming into force on 01.09.2013, admission to programmes of research and educational staff training in aspirantura is available for applicants having education not lower than of higher level (Specialist’s or Master’s degree).
Thus if you have a diploma which is recognized in Russia as a Specialist’s or Master’s diploma you can apply to aspirantura SPbU to get a Candidate of Science degree.
If you have a Bachelor’s diploma, you can’t apply to aspirantura, or, in terms of the new Federal Law "On Education in the Russian Federation”, to programmes of research and educational staff training before getting a Specialist’s or Master’s degree.
I would like to draw your attention to the fact that PhD degree equals to the Russian Doctor of Science degree and can be received after getting a Candidate of Science degree which can be awarded after the defense of a scientific qualification work (thesis).

Currently SPbU is considering introduction of a Doctor of “Field of Science” degree (PhD). Implementing of the degree will be held considering foreign countries experience which education systems presuppose the opportunity to get a PhD degree after finalizing postgraduate studies (aspirantura).
