I nominated from the missions sector of Egypt to PhD grant introduced from the Russian Federation
I Have got Acceptance letter from your University that confirm me for study at the faculty of physics of your University (St-Petersburg state University) on PhD program.
but yet I have not got approval from Ministry of Education and Scientific Research of the Russian Federation to accept me and support and strengthen my papers at them.
The answer of Vice-Rector for Academic Affairs Ekaterina Babelyuk: Enrollment of a foreign citizen in a Saint-Petersburg University postgraduate program on basis of an official assignment to education in SPbU issued by the Ministry for Education and Science of the Russian Federation.
Foreign citizens are enrolled in Saint-Petersburg University (SPbU) postgraduate programs on basis of international and intergovernmental agreements of the Russian Federation and under contracts with SPbU providing for fee admission. In your letter you mention a PhD grant probably meaning education at the expense of the Federal budget. In this case the admission takes place on basis of the intergovernmental agreement between the governments of Russian Federation and Egypt on the ground of an official assignment to education in SPbU issued by the Ministry for Education and Science of the Russian Federation.
The Letter of Acceptance mentioned in your letter should have been put into the documents package submitted to the Ministry of Education and Science of the Russian Federation. The decision on issuance of the assignment to education is made at the International department of the Ministry of Education and Science of the Russian Federation. The timelines of the application packages consideration are set by the Ministry. Saint-Petersburg University hasn’t yet received any information from the International department of the Ministry of Education and Science of the Russian Federation about your assignment to education in a SPbU postgraduate program.
In addition it’s necessary to note that language of instruction at SPbU postgraduate programs is Russian only. For foreign citizens who don’t have a good command of the language preparatory courses of it (up to 1 year) are organized. The organization of these courses is also administered by the International department of the Ministry of Education and Science of the Russian Federation.
