Question: By the present email, I would like to mention you my interest to collaborate in a research/PhD in the Faculty of Physics of the San Petersburg State University. I am Master in Physics from the Germany University and Electronic Engineering.
I thank you very much if you can assist me with information about PhD programs and the application procedure.
Answer of the head of Admission department Egor B. Yablokov: In 2013 SPbU held admission to main educational PhD programmes (aspirantira) in accordance with the Regulations of admissions to main educational postgraduate programmes (aspirantura) published on official SPbU webpage in "Admission to SPbU" section.
PhD programmes in SPbU are instructed in Russian. For those who don't have sufficient level of Russian language proficiency or want to improve it, Russian language courses are available within additional educational programmes for 1 year. Information on the courses can be found here.
Admission to places financed from the Federal budget is possible in accordance with the Russian Federation Government Decree dated 08.10.2013 N 891 "On the quota for education of foreign citizens and people without citizenship" with assignment letters issued by the Ministry of Education and Science of the Russian Federation.

Foreign citizens can also be admitted to SPbU PhD programmes as fee-paying (contractual) students. In this case candidates should submit application and the documents stated above, have an interview with a potential scientific advisor and pass the entrance examinations. Enrollment to PhD programmes for the places on fee-paying (contractual) basis is conducted after signing the contract for education and submitting valid in the Russian Federation copy of the medical insurance for the whole study period.
Documents admission period to SPbU PhD programmes in 2013 was from 8th of July to 10th of August. Entrance examinations to PhD programmes were held from 20th of August to 29th of August. Enrollment was held from 1st of September 2013 after the entrance examination results.
Information on the admission to SPbU in 2013 is published on the official SPbU website in "Admission to SPbU" section, in "Admissions of Foreign citizens" subsection. Information on admission regulations in 2014 will be published on the website stated above from 20.02.2014.
Enrollment to SPbU is possible if foreign diploma of education is recognized in the Russian Federation in accordance to the Federal Law «On Education in the Russian Federation». According to the c. 107 of Federal Law "About Education in Russian Federation" recognition of the foreign education and (or) qualification is an official confirmation of foreign diploma of education (qualification) in order to allow the candidate to study in Russian Federation.
As it was not stated in the request which educational organization issued your diploma of education that it why you should follow the procedure stated above. Information on the procedure of recognition can be found here. The application can be submitted either in written form or in the scanned version via the Internet, including the Common Government Services Portal of the Russian Federation.
At the same time, starting from 01.09.2013 SPbU has been given right to provide recognition of foreign education for the purpose of completion the education in SPbU. The recognition procedure will be published on the official SPbU website in the «Admission to SPbU» section.
Additionally I would like to inform you that all the foreign documents on education and (or) qualification (recognized in the Russian Federation or not) should be legalized in accordance with the established procedure and translated into Russian.
