Question: Dear Mr. Semenev,
I'm a first year student in Latvian University in Business Administration Bachelor Degree, looking for university to transfer to.
I found SPbSU as a great choice and was wondering if you have any programms in english and if it is possible to transfer ?
Best regards

The answer of Vice-Rector of Academic Affairs Ekaterina Babelyuk:

According to point 7.3 (a).1 of the Rules of Education at SPbU main educational programmes of higher and secondary education, transfer from a foreign university to SPbU is possible only in case the university is included into the list of foreign educational organizations approved by the Order of the Russian Federation Government dated 19.09.2013 №1694-р. At the same time there should be an agreement on student exchange. As there are no Latvian universities in the above mentioned list, your transfer to SPbU is not possible.

As there is an agreement on student exchange between SPbU and the University of Latvia, if you are a student of the University of Latvia, you can come to SPbU for 1 semester or academic year as an exchange student. Tuition fee for the exchange students is waived. Exchange students can’t obtain SPbU diploma. At the end of the exchange period student receives an official Transcript of Records with the information on all the courses taken and grades received.

All the information concerning application procedures for exchange students and forms of the necessary documents can be found on SPbU official website. Note that the compulsory condition is the nomination from SPbU Partner University. Academic offer is available on our webpage. Programmes in English are available in the following fields of studies: Biology and Soil Sciences, History, Humanities and Arts, International Relations, Management, Economics, Sociology.Exchange students can be enrolled in SPbU only if their chosen language of instruction (Russian or English, depending on the chosen courses) level is confirmed not lower than B2 in accordance with the European Language Level Self Assessment Grid. Exception is made for the students who apply to full-time 'Russian language course for foreign students which is available for students with any level of Russian language proficiency. Application deadlines are twice a year15th May for autumn term and academic year and 1st November – for spring term.
