Question: I´d like to ask about the chances to achieve the phd here in Russia. As far as I know Russia entered in the Bologna Process. In my particular case I´ve studied Humanities, and also a European Official Master Degree in Applied Linguistics (spanish as speciality). The official european master, in theory, aloows the students to enroll in pdh programs directly in the dissertation development program(as the MA is the equivalent to Candidate of Science).
My question, as now I´m living in Moscow for a few years, is if it´s possible in this situation to enroll in a phd in Spanish in the romance or literature faculties (my dissertation plan is to study the russian revolution in the works of the writer and journalist Manuel Chaves Nogales, who is now popular in Spain and who came to Russia and wrote a few books about, one in Russia, other with the Parisian emigrants, like Kerensky, and other with the opint of view of a Spaniard who lived all the revolution and communism implementation in Moscow, Kiev and Saint Petersburg).
I don´t know if I could enroll directly in the dissertation writing program, and also if it´s possible to write it in Spanish (as it´s about spanish specialization, I know there was a faculty with an Aecid lecturer also in your university).
I´d be thankful if someone could explain me if I can get into the program and work in my dissertation with my european official master (candidate of science). Thank you in advance
The answer of Vice-Rector of Academic Affairs Marina Lavrikova: In accordance with the clause 27.2 of the Federal Law dated on 10.07.1992 № 3266-1 “On Education” documents of foreign states on the level of education and (or) qualifications falling under action of agreements of the Russian Federation and (or) issued by foreign educational institutions which are included into the list approved by the Government of the Russian Federation are recognized on the territory of the Russian Federation. Foreign citizens with documents of foreign states on the level of education and (or) qualifications specified in the list have equal academic and (or) professional references with those who has the relevant state-recognized documents on education level and (or) qualification in the Russian Federation except as otherwise provided by international treaties of the Russian Federation.
In accordance with the list of foreign educational institutions which issue documents of the foreign states on an education level and (or) the qualifications recognized on the territory of the Russian Federation (approved by the Russian Federation Government Decree dated 21.05.2012 № 811-p), education documents issued by the University of Barcelona and the Autonomous University of Madrid are recognized in the Russian Federation. In case you are the citizen of Spain and received the document on the education issued by one of the mentioned universities the document will be recognized on the territory of the Russian Federation.
I would like to draw your attention that in case of document recognition you will be given the equal academic preferences as to the citizens of the Russian Federation having a master's degree. However according to the Provision on the preparation of academic and scientific staff in the system of postgraduate professional education in the Russian Federation (approved by Ministry of Education and Science of the Russian Federation Order dated 27.03.1998 №814) doctoral degree candidates shall compulsorily have PhD degree. Considering that according to the Russian legislation master's degree diploma is not similar to the PhD degree diploma your enrollment in post-doctoral programmes at SPbU is not possible.

Training on PhD programme at SPbU is carried out in Russian language.
