Being a foreign citizen you can apply to education in SPbU:
- at the expense of the Russian Federation Federal budget within the quota allocated to SPbU for admission of foreign citizens and compatriots living abroad established by the Decree of the Russian Federation Government dated 25.08.2008 № 638 «On cooperation with foreign countries in the field of education»;
- as a foreign citizen on contractual (fee-paying) basis.
For education in main educational programmes of higher professional education (Bachelor’s, Specialist’s, Master’s programmes) at the expense of the Russian Federation Federal budget within the quota allocated to SPbU for admission of foreign citizens and compatriots living abroad established by the Decree of the Russian Federation Government dated 25.08.2008 № 638 «On cooperation with foreign countries in the field of education», you can apply either to SPbU or to the Ministry for Education of your country.
In case you decide to apply to SPbU directly for submission of necessary documents you will have to go through a procedure of competitive selection of candidates. Rules of the competition for education in main educational programmes of higher professional education (Bachelor’s, Specialist’s, Master’s programmes) at the expense of the Russian Federation Federal budget within the quota allocated to SPbU for admission of foreign citizens and compatriots living abroad established by the Decree of the Russian Federation Government dated 25.08.2008 № 638 «On cooperation with foreign countries in the field of education» can be found on the official Admission Committee in the “Information for Foreign Citizens” Section.
In accordance with the Rules of Admission in SPbU main educational programmes of higher professional education (Bachelor’s, Specialist’s, Master’s programmes) in 2013 foreign citizens applying to main educational Master’s programmes must submit documents within the following timelines:
• those applying to main educational programmes of higher professional education (Bachelor’s, Specialist’s, Master’s programmes) at the expense of the Russian Federation Federal budget within the quota allocated to SPbU for admission of foreign citizens and compatriots living abroad established by the Decree of the Russian Federation Government dated 25.08.2008 № 638 «On cooperation with foreign countries in the field of education» submit documents:
- from 01.03.2013 to 30.04.2013;
- from 01.05.2013 to 30.06.2013.
• those applying to main educational programmes of higher professional education on contractual (fee-paying) basis must submit documents from 01.03.2013 to 20.08.2013;
• foreign applicants who need a visa to take part in entrance examinations must submit documents from 01.03.2013 to 21.07.2013;
• those applying to main educational programmes of higher professional education which require a documents assessment (portfolio) as an entrance examination on contractual (fee-paying) basis submit documents:
- from 01.03.2013 to 31.05.2013 (digital form only)
- from 01.06.2013 to 20.08.2013 (all forms).
Applicants to Master’s educational programmes need to submit to SPbU the following documents:
• application form;
• the original of the Bachelor’s or Specialist’s diploma or its certified copy or the original (or certified copy) of a foreign country document on higher professional education and its supplement (if any), recognized in the Russian Federation; if necessary with a certificate confirming recognition of the document on education in the Russian Federation;
• a certified translation of the foreign country document on higher professional education and its supplement (if any) into Russian;
• copy of the ID document in accordance with the clause 10 of the Federal law of the Russian Federation dated 25.07.2002 № 115-ФЗ “On legal position of foreign citizens in the Russian Federation”;
• copy of the Russian Federation Study visa in case the applicant enters the Russian Federation by the visa, with the information on purpose of stay as Studies;
• copy of the migration card;
• receipt confirming acquaintance with rules of foreign citizens stay in the Russian Federation;
• 4 (photos 3х4 sm (the photos must be done in the current year).
Applicants can submit their documents in digital form through the official SPbU website. To do that applicants should register on the website getting a personal login and password for access to Applicant’s Personal Office (http://abiturient.spbu.ru/index.php/russkij/admissions-of-foreign-citizens/admissions-of-foreign-citizens).
The originals of the documents must be submitted to the United Committee for Admission of Foreign Citizens not later than 01.10. 2013.

SPbU realizes several programmes of joint/dual diplomas within educational programme “Management”. There are no joint diploma programmes within the field of education of your interest.
There is a main educational Master’s programme “International Relations” instructed in English within the International Relations speciality. SPbU has the main educational Master’s programme of one of your friend’s interest – “Oil and Gas Affairs”. Language of instruction is Russian.
SPbU doesn’t have any educational programmes on civil engineering.
