Admission of foreign citizens to post-doctorate study

Question: Can a foreign person (non- Russian) with a PhD degree from USA enroll for a Doctor Nauk degree (in the Solid State Electronics department of Physics Faculty)? If so, what is typical time needed for this degree? If not, is there any opportunity for postdoctoral studies in some other form?

The answer of Vice-Rector for Academic Affairs Ekaterina Babelyuk: Applicants are accepted to SPbU post-doctorate studies only in case of having a degree of Candidate of Sciences. Foreign citizens gained degree abroad have to provide for a certificate of foreign educational level and\or qualification documents equivalence on the territory of the Russian Federation. Certificate of foreign educational level and\or qualification documents equivalence is an official confirmation of the education and\or qualification got abroad with the aim of getting an access of the owners of the documents to getting education and\or conducting professional activity in the Russian Federation. Please be aware that admission to SPbU is possible only in case of candidate of sciences foreign diploma recognition.

Within the field of post-doctoral studies of your interest the following scientific majors are available:

01.04.07 Physics of condensed state

01.04.10 Physics of semiconductors

The following procedure of admission to post-doctorate programme takes place: an application for admission to post-doctoral studies is submitted addressed to SPbU Rector along with the following documents:

-          a copy of candidate of sciences diploma;

-          an application;

-          detailed plan of the doctoral thesis;

-          list of published works and inventions;

-          a copy of the certificate on recognition and equivalence of foreign documents on education and degree.

ID document and diploma of the candidate of sciences is submitted by the applicant personally. Documents of the applicant are considered on the corresponding Department meeting and then on the Scientific Council meeting, where the decision on recommendation to admission is made.

Post-doctorate studies are only full-time and can’t last more than 3 years.

According to the Decree of the Russian Federation Government dated 25.08.2008 №638 “On cooperation on education with foreign countries” foreign citizens can study on post-doctorate programmes in SPbU both on the federal budget expense or on contractual (fee-paying) basis. At the same time I would like to notify that in 2012 SPbU didn’t get any budgetary places for foreign citizens for post-doctorate studies and admission was possible only on contractual (fee-paying) basis.

According to Senior Vice-Rector for Academic Affairs and Research order dated 19.10.2012 №4490/1 “On organization and timelines of admission to post-doctoral studies” application documents submission to post-doctoral studies was finished on November 15th 2012.
