Visa invitation for an exchange student's family member

I'm a bachelor student at the University of Oslo, and I'm planning to apply for a year as an exchange student at St. Petersburg State University from this fall.
My question is: I have a husband who I want to bring with me to live with me while I'm studying in St. Petersburg. Do you know anything that can help me getting an invitation for a visa for the same period of time? Does he have a right as a family member of mine, or does he need to search for anything specific to do for himself in Russia?
Also, can he as a non-student in Norway and as a Swedish citizen apply for single courses or a academic year at St. Petersburg State University?

Thanks a lot for your letter and interest to study at Saint-Petersburg University.

Following your request let me confirm that in case you will be officially nominated by Home University (University of Oslo) as an exchange student under bilateral agreement and approved at SPbU it will be possible to issue official visa invitation letter for your husband (as accompanying person) as well as for you for the same period of time. But in order to apply for visa invitation letter (via Federal Migration Service of the Russian Federation) for you husband you will have to submit a set of extra documents, i.e. statement of marriage endorsed with an Apostille and official translation of this document in Russian certified by notary. Moreover it will be required to pay state duty for this kind of visa invitation for your husband (at the moment it accounts about 15 euro). Please be aware that for you visa invitation letter will be free of change.

Let me also to inform you that places at the University dormitories can be provided only for students enrolled at SPbU, but not to accompanying persons. So, in case of coming with your husband I suppose it will be the most reasonable to consider in advance the possible of renting flat or room.

As for your husband please be aware that in case there is not a student of SPbU partner-university he can study only as a fee-paying student. The admission procedures and fees depend on the programme (field of studies) of his choice. If he is interested in practical courses of Russian language for foreigners, he can find the detailed information and necessary contacts on the website http://russian4foreigners.spbu.ru/. If he is interested in taking courses within some other field of studies, he can check the list of available courses in the International Affairs section of SPbU official website http://ifea.spbu.ru/en/non-degree/academic-offer.
