The answer of Vice Rector of Academic Affairs Marina Lavrikova: Admission to SPbU PhD programmes (aspirantura) is conducted on the basis of the results of entrance examinations. In 2013 enrollment to SPbU was conducted either to places financed from the Federal budget on basis of official assignment letters issued by the Ministry of Education and Science of the Russian Federation, or on fee paying (contractual) basis.
