The answer of Vice-Rector of Academic Affairs Marina Lavrikova: Procedure of application to SPbU is established by the Rules of Admission to SPbU in 2013 published on the official SPbU website in the Admission to SPbU section in Russian and English.
Foreign citizens admission to SPbU at the expense of the Russian Federation Federal budget is conducted within the quota established by the Decree of the Russian Federation Government dated 25.08.2008 № 638 «On Cooperation with Foreign Countries in the Sphere of Education” on the basis of assignment letters issued by the Ministry of Education and Science.
The procedure of the contest for the state scholarship can be found on SPbU official website in the “Admission to SPbU” section, “Admission of Foreign Сitizens” subsection in Russian and in English.
Procedure of foreign citizens admission on contractual (fee-paying) basis consists in submission of an application and documents package prescribed by the Rules of Admission to SPbU in 2013 (application possible in digital form) and entrance exams. In case of successful passing of the entrance exams you shall sign a contract and pay for your studies and after that you’ll be enrolled in SPbU. Information about the tuition fee at SPbU main educational Specialist’s programmes in 2013-2014 can be found here. In 2013 the tuition fee at SPbU main educational Specialist’s programme “Medical Business” for foreign citizens is 222000 RUR per academic year.
In accordance with the Rules of Admission to SPbU in 2013 foreign citizens shall attach the following documents to the application:
- Application for admission to a main educational programme of a correspondent level in a form approved by the Admission Committee;
- The original of a document on general secondary (full programme) education or secondary professional education (or its certified copy) or the original of a diploma of a foreign country on education and its attachments (if any) legalized (if necessary) in accordance with the established procedure (or its certified copy). If necessary, the applicant should also attach a certificate of recognition of the foreign document on education qualifications:
- A certified translation into Russian of the foreign document on education and its attachments (if any);
- An ID document valid in the Russian Federation in accordance with clause 10 of the Russian Federation Federal Law dated 25.07.2002 № 115-ФЗ «On Foreign Citizens Legal Status in the Russian Federation»;
- A copy of the entrance Russian Federation visa (in case of entering the Russian Federation with the visa) with the purpose of visit stated as “Studies in SPbU”;
- A copy of the migration card;
- A receipt confirming the introduction with the rules of stay of foreign citizens in the Russian Federation;
- 4 (four) photos 3*4 cm (photos must be taken in the current calendar year).
I would like to draw your attention to the fact that language of instruction at the main educational Specialist’s programme is Russian.
As there is no agreement between the Russian Federation and Cyprus on mutual recognition of documents on education, in case of applying to SPbU on contractual (fee-paying) basis you will have to submit a certificate of recognition of your education document in the Russian Federation.
