The answer of Vice-Rector for Academic and Methodological Affairs Marina Y. Lavrikova:

International applicants can be admitted to SPbU both to places on a fee-paying (contractual) basis and to places funded by the Russian Government (Scholarship includes tuition fee).

All information about the competition, organized by the St. Petersburg State University in 2014, including a list of required documents and specialties which candidates can apply as well as deadlines for documents submitting are published on the web-site of SPBU Admission Office (abiturient.spsu.ru) in the part "Admission of foreign citizens".

Please, point out that admission for 2104 / 15 academic year has finished. Candidates can apply next year (spring – summer time) to the 2015/ 16 academic year.

All Bachelor and Postgraduate programs (PhD) and most Master programs at the SPbU are delivered in Russian language. Information about Master programs which are taught in English you can find here: http://abiturient.spbu.ru/index.php/russkij/admissions-of-foreign-citizens/admissions-of-foreign-citizens/educational-programmes-which-are-taught-in-english.

For learning Russian we can suggest preparatory course on the Russian language before the application to the PhD. A preparation course in Russian lasts 10 months. Upon completion of the course students obtain a graduation certificate from SPbU. As well, they can take a state examination “Test of Russian as Foreign Language” (TORFL) and obtain a certificate of a correspondent level which is needed to apply for studies at the SPbU. More detailed information about the foundation course and a full list of programs offered you can find here: http://russian4foreigners.com/ru/node/130
