Transfer to SPbU of foreign citizen studying in another Russian higher educational institution in accordance with under the quota established by the Government of the Russian Federation

Question: Hello,, I am from Indonesia. I am one of scholarship recipient from Russian Government. 2013-2016. I study in Orel State University. I will study master degree after completion Russian Language Class. Unfortunately, Orel State University doesn't have faculty that I would like to learn. Last year, when I applied scholarship, I chose 'Foreign Area Studies'. I find that St.Petersburg State University has this subject, it is in Faculty of Asian and African Studies. I have seen it on website, and I am interested to pursue my master degree there.

I have already asked my university and my dean to move to another university which is available for my subject.  Will you please allow me to transfer in St. Petersburg State University? Is it possible for me? If yes, what should I do from now on ? Thank you and Best Regards

The answer of Vice-Rector of Academic Affairs Ekaterina Babelyuk: Admission to places financed from the Federal budget is possible in accordance with the Russian Federation Government Decree dated 08.10.2013 N 891 "On the quota for education of foreign citizens and people without citizenship" with assignment letters issued by the Ministry of Education and Science of the Russian Federation.

In case you would like to be admitted to SPbU within procedure stated above you should contact Ministry of Education in Peru or directly the United Committee of foreign citizens admission, phone: +7 (812) 328-32-91, E-mail: admission@spbu.ru.

As mentioned in your request you are studying in Russia in the frameworks of the quota established by the Government of the Russian Federation for education of foreign citizens and people without citizenship in Russia (including nationals (fellow-countryman) who live abroad) in accordance with the Russian Federation Government Decree dated 08.10.2013 N 891 "On the quota for education of foreign citizens and people without citizenship" with assignment letters issued by the Ministry of Education and Science of the Russian Federation.

In case your above-noted assignment letter is issued by the Ministry of Education and Science of the Russian Federation for study directly at the specified higher educational institution (i.e. Orel State University) for three years (one year for attending preparatory course for foreign citizens; two years for master degree studies), you enrollment as well as transfer to SPbU can be based solely on a new assignment letter issued by the Ministry of Education and Science of the Russian Federation where SPbU will be specified as host institution.

In case your above-noted assignment letter is issued by the Ministry of Education and Science of the Russian Federation for one year for attending preparatory course, but scholarship is allocated for three years, upon graduation from the preparatory course you will be grouped out for master degree studies in one of Russian higher educational institutions likely corresponding to your academic background and interest to specific educational programme.

Conditions of this assignment letter issuance shall be specified at the Ministry of Education and Science of the Russian Federation by the applicant directly.
